What a Mileage Discrepancy on a Vehicle History Report Actually Means: Fraud or Innocent Error?

One in 11 used cars checked by HPI shows a mileage discrepancy, a figure that has risen 45% in five years. But a flagged discrepancy is not the same as a confirmed clocked car. Plenty of perfectly good vehicles generate false positives, and plenty of buyers walk away from them unnecessarily.

This piece is for buyers who've already done the check and found something odd. Not a primer on what clocking is. A clear answer to the question you actually have: is this fraud, or is there an innocent explanation?

What does "mileage discrepancy" actually mean on a history report?

A mileage discrepancy covers any inconsistency in recorded mileage across a vehicle's history. Clocking, meaning the deliberate rollback of an odometer, is one cause, but not the only one. All clocked cars create discrepancies, but not all discrepancies mean a car has been clocked.

When the National Mileage Register (NMR) flags a vehicle, the wording matters. "There may be a discrepancy" means the recorded figures don't line up and need investigating. "This vehicle may have been subject to an odometer change" means the NMR has detected a reading inconsistency that could reflect a legitimate cluster replacement. Neither message is a conviction. Both require you to dig further.

The NMR is only as accurate as the data it receives from third parties. MOT garages, dealers, and insurers all feed into it, and not all of them record mileage correctly.

What are the innocent explanations most buyers never consider?

1. Instrument cluster replacement

This is the most common legitimate cause of a mileage drop on a history report. When a cluster fails, the replacement unit may start at zero, carry the mileage from a donor vehicle, or show a corrupted figure after the repair. If the car had 60,000 miles before the cluster failed and came back from the garage showing 1,200 miles, that will flag on every history check run from that point forward.

A PistonHeads forum thread documented exactly this on a Fiat 124 Spider. The owner dropped the car off with 4,552 miles. It came back with 1 mile on the clock after a warranty cluster replacement. That car now has a permanent flag in its history through no fault of the owner or the vehicle.

The paperwork trail to look for: a service invoice showing the cluster was replaced, the date, the mileage before replacement, and ideally confirmation that the VIN was re-written into the new unit.

2. Data entry error at an MOT centre

MOT testers record odometer readings manually. A single transposed digit, for example 58,000 entered as 85,000, creates a discrepancy that looks alarming on paper but means nothing in reality. If a car showed 85,000 miles in 2022 and 91,000 miles in 2023, that's consistent. If the 2022 reading was incorrectly entered as 58,000, the jump to 91,000 looks like a 33,000-mile increase in one year, generating an automatic flag.

These errors are more common than the industry admits. MOT centres can apply to the DVSA to correct obvious data entry mistakes, but not all do, and the flag often persists.

3. Pre-2005 vehicles with no continuous MOT mileage trail

The DVSA has recorded odometer readings at every MOT since 2005. Before that, the data trail simply doesn't exist. A 2003-registered car may have a long history but only partial MOT mileage records. Gaps in early records are normal, not suspicious.

4. Imported vehicles with overseas mileage not transferred to UK records

A car that spent its first five years in Germany, Ireland, or Japan before being registered in the UK will have an early mileage history that never made it into the NMR. The UK record starts from first UK registration. That gap can look like a vehicle that appeared from nowhere with 40,000 miles and no explanation for how it got there.

Import paperwork, foreign service records, and the V5C registration date should all corroborate the story.

5. Odometer rollover on very high-mileage vehicles

Older odometers, particularly pre-digital ones, max out and roll back to zero once they hit 999,999 miles. A commercial vehicle or taxi that has genuinely covered over a million miles will show what looks like a dramatic mileage drop. Physical condition and service history will make this scenario obvious quickly.

What patterns almost certainly mean fraud?

A clear mileage decrease between MOT tests. This is the clearest fraud signal available. The DVSA records mileage at every test. If a car showed 74,000 miles at its 2023 MOT and 61,000 miles at its 2024 MOT, the odometer has been wound back. There is no innocent explanation outside of a documented cluster replacement, and even then, the seller must be able to show the paperwork.

A sudden large jump followed by a return to normal increments. A car covering 8,000 miles a year that suddenly records 40,000 miles in one 12-month period, then drops back to 8,000 the next year, can indicate a replaced or cloned cluster temporarily corrupted the reading before it was corrected back down.

Physical wear that doesn't match the claimed figure. A car claiming 30,000 miles should not have pedal rubbers worn smooth, a shiny steering wheel rim, or collapsed seat bolsters on the driver's side. These surfaces wear in proportion to use and are much harder to fake than a digital odometer.

The advertised mileage is lower than the last MOT reading. If the last MOT recorded 89,000 miles and the dealer is advertising the car at 71,000, you don't need a framework. You need to leave.

What does odometer fraud actually cost you?

Odometer fraud costs UK buyers an estimated £1.2 billion every year, according to CarVertical research. HPI puts the figure at over £800 million annually.

Buyers typically overpay between £2,000 and £5,000 for a clocked vehicle. On higher-value cars, the gap can be much larger. CarVertical's analysis found buyers paying an average of 48.8% more than a car is actually worth when mileage has been falsified.

The upfront overpayment isn't the full cost. Higher-mileage cars are more likely to need timing chains, clutches, turbos, DPF systems, suspension components, and wheel bearings. Buy a car with 40,000 falsified miles and you may be funding those repairs within months, on a vehicle you already overpaid for.

For EVs, the risk compounds. Around 2.6% of used EVs checked in the UK show signs of mileage manipulation. Battery health degrades with use, and a clocked EV may have a battery in significantly worse condition than the odometer implies. Battery replacement costs can run into thousands of pounds.

The six-step decision framework: what to do right now

Step 1: Cross-reference every MOT mileage entry year by year. Check the full DVSA MOT history at check.mot.api.gov.uk. Write down every recorded mileage figure alongside the test date. Look for decreases, unusual jumps, or gaps. Average UK mileage is 7,000 to 8,000 miles per year. Anything dramatically outside this range either way needs a reason.

Step 2: Check service stamps against MOT readings. If the car has a full service history, the stamps should corroborate the MOT figures. A stamp showing a 60,000-mile service at a date when the MOT recorded 45,000 miles is a conflict. Aligned stamps and MOT readings are a good sign.

Step 3: Inspect physical wear against the claimed figure. Before you ask the seller a single question, look at the pedals, the steering wheel, the driver's seat, the gear knob, and the door cards. These surfaces wear in proportion to use and are much harder to fake than a digital odometer.

Step 4: Ask the seller for a written explanation and supporting paperwork. Don't ask verbally. Ask by message or email so there's a record. Request the specific reason for the flagged discrepancy, any service invoices related to cluster replacement, previous MOT certificates, and a consistent explanation that accounts for the full history.

Step 5: Run a full history check to access multi-source mileage data. The free DVLA check gives you MOT mileage. A full report pulls mileage data from additional sources including finance records, insurance data, and dealer histories. A discrepancy that appears minor against just the MOT trail can look very different when cross-referenced against four or five data sources.

Step 6: If the story doesn't hold up, walk away. A seller who can explain a cluster replacement with an invoice dated the same week as the mileage drop is telling the truth. A seller who becomes defensive, can't produce paperwork, or gives a different answer each time is not. The UK used car market is large. Another car exists.

What are your legal rights if you've already bought a clocked car?

Gather your evidence first: the full MOT history showing the discrepancy, photos of wear that contradicts the mileage, and all correspondence with the seller.

If you bought from a dealer within the last 30 days, you have a statutory right to a full refund under the Consumer Rights Act 2015. The car was not as described. Contact the dealer in writing, state that the vehicle has a mileage discrepancy inconsistent with the advertised figure, and request a full refund.

If the dealer refuses or you bought privately, report to Trading Standards via the Citizens Advice consumer helpline (0808 223 1133) and to Action Fraud at actionfraud.police.uk. Keep records of everything.

For US buyers: federal law under the Motor Vehicle Information and Cost Savings Act requires sellers to provide an accurate odometer disclosure statement at the point of sale. Violations carry civil and criminal penalties. Report suspected odometer fraud to the NHTSA at nhtsa.gov.

The most clocked cars on UK roads right now, according to 2025 data, include the Nissan Qashqai (9.7% of vehicles checked showed signs of tampering), the Volvo XC60 (8.4%), and the Land Rover Defender, which recorded the largest average mileage reduction of any model at 59,201 miles per vehicle.

A discrepancy is a question, not an answer. Your job is to find out which kind it is.
